Color film or hand tint?

This is the only photograph I have of my mother when she was a little girl. I know nothing other than it has "Mexia, Texas 1938" written on the back. The soft pastel colors have faded quite a lot. I am wondering if someone hand tinted or colorized the photo somehow. At least that is what it looks like to me. Were studios shooting color film portraits in 1938? Either way, it is very strange looking at this little girl knowing that she ended up being my Mom.

This is a classic hand-tinted studio portrait, James. "Classic" because it was very typical work from that period. No, color photography was not yet in common use in 1938.
